VeriFactu in Spain is being delayed to October 2028, according to a notice from Spain’s Ministry of Finance (Ministerio de Hacienda). The deadlines in force until now, January 1, 2027 for companies and July 1, 2027 for the self-employed and everyone else, would no longer apply, and the obligation would start at the same time as mandatory e-invoicing for SMEs and the self-employed.
The announcement is dated October 5, 2026 and, for now, it is only an information notice: the change still has to be published in the BOE, Spain’s official gazette. Here is what it says, which dates move, what stays the same and what to do with the extra time.
What Spain’s Ministry of Finance has announced
The ministry published an information notice on October 5, 2026, which the Spanish Tax Agency (Agencia Tributaria) links on its website under the title “Previsión de ampliación del plazo de adaptación de los sistemas informáticos de facturación” (expected extension of the deadline for adapting invoicing software). It says three things:
- The obligation to invoice with a program adapted to VeriFactu is delayed until October 2028.
- The reason is to make it coincide with the mandatory e-invoice for businesses and professionals that invoice up to 8 million euros per year, which starts on that same date.
- Once the date change is approved, the ministry expects a further amendment to bring the scope and technical side of the two rules closer together, already taking into account the European requirements of the ViDA directive (VAT in the digital age).

The note speaks of October 2028, without specifying the day. This is not the first change: the original date was July 1, 2025, then it moved to 2026, later to 2027, and now 2028 is being announced.
It is not in the BOE yet
An information notice does not change the law. As of October 6, 2026, the current text (Royal Decree 1007/2023 (Real Decreto 1007/2023), with the dates set by Royal Decree-Law 15/2025 (Real Decreto-ley 15/2025)) still says 2027. For October 2028 to become the legal date, the change has to be approved and published.
It is best to take it for what it is: a decision announced by the body that must approve it, still pending formal procedure. We will update this article when it is published.
What does not change
- What VeriFactu requires. A record for each invoice, linked to the previous one by a hash, a QR code on the invoice, and the possibility of sending those records to the Tax Agency. The date changes, not the content, although the ministry already warns of technical adjustments later on.
- The software must already be adapted. Invoicing software manufacturers have had to offer adapted products since July 29, 2025. A program you buy today should already comply.
- It can be used now. Anyone who wants to can already invoice with VeriFactu voluntarily and send their records to the Tax Agency.
- TicketBAI is not moving. It is a regional rule in the Basque Country and follows its own schedule.
- The e-invoicing timetable. Companies that invoice more than 8 million euros per year start earlier, in 2027. The rest, in October 2028.
October 2028: two obligations in the same month
VeriFactu and e-invoicing are often confused, and they are not the same:

Bringing the two dates together saves one adaptation. It also means that in October 2028 two things will have to go live at once: the invoicing software and the way invoices are sent to other businesses. Anyone who reaches that month with one of the two already sorted will have it easier.
Why it is not a good idea to leave it until 2028
- The deadline is longer; the obligation remains. The date has moved several times, and what is required has stayed the same.
- It is easier to test without rushing. Returns, corrective invoices, the customer who asks for an invoice after taking the receipt: the odd cases appear when you use the software. It is better to find them now, without penalties involved, than the week of launch.
- It puts your invoicing in order now. Numbering without gaps, records that cannot be altered, and a QR code your customer can check. That saves back-and-forth with your accountant, whether it is mandatory or not.
- Technical changes are coming. The ministry has warned that the scope and the technical side will be adjusted. A program with included updates that adapts when the rule changes is preferable to a custom fix that has to be redone.
- Your large customers start earlier. If you sell to companies that invoice more than 8 million euros, they enter e-invoicing in 2027.
If you sell with WooCommerce
The obligation is yours, but the software that issues the invoice is the one that has to comply technically. In a WooCommerce store, it depends on where each invoice is created.

There is nothing to undo. You can keep using it and you will already have the system running when it becomes mandatory.
